# Why Every Decision Still Comes Back to the Leadership Team

In many growing organisations, the leadership team ends up approving routine spending, settling disagreements between teams, and deciding client exceptions that someone closer to the work could handle. Leaders often want to step back, and their teams often want more autonomy, yet the same decisions keep arriving.

The usual explanation is that leaders find it hard to let go, and sometimes that is true. More often, delegation has handed over the task without the authority to decide, or the authority without the information and capacity to act. Decisions return to the top because that is frequently the only place in the organisation where authority, information, and capacity come together.

---

## Four reasons decisions return to the leadership team

The pattern usually has one or more of four causes, and each needs a different response.

### 1. Authority is unclear

People are unsure what they are allowed to decide, where spending or pricing limits lie, or when an exception needs approval. Asking feels like the safest option, so they ask.

### 2. Managers have no capacity to decide

Managers who are fully occupied with delivery have little time to weigh options or deal with the consequences of a decision. Decisions pass upwards by default.

### 3. Information only reaches the top

When reporting, client context, or financial information goes only to the leadership team, nobody else is equipped to decide well, even when they have the authority.

### 4. Nobody owns decisions that cross teams

Where an issue involves sales and delivery, or finance and operations, each team waits for the other. The leadership team becomes the only point where the functions meet.

These causes often reinforce each other, so identifying which are present is the first useful step. Recruiting more managers is unlikely to resolve unclear authority, and clearer authority does little for a manager with no time to use it.

## Delegation needs authority and the capability to act

Effective delegation hands over three things together:

- The authority to make a defined set of decisions
- The information needed to make them well
- The time and support to follow them through

As an illustrative example, an account manager might be asked to resolve client issues. In practice, any discount above a small amount still needs a director’s approval, and the delivery schedule is held in a system the account manager cannot access. Each issue therefore goes back to the director, even though resolving it is now the account manager’s job. If the discount limit were written down, the schedule made visible, and the point of escalation agreed, the account manager could settle most issues straight away.

## What a working escalation route looks like

Some decisions should still reach the leadership team. A clear escalation route keeps those to the decisions that need senior judgement, supported by:

- Defined thresholds for cost, risk, and client impact
- A named owner for each type of cross-team decision
- A regular forum where escalated issues are decided
- A record of decisions, so similar cases do not return

Keeping this working as the organisation grows needs ongoing operational management. Some organisations build that capacity internally. Others use [Operations as a Service](https://www.thesystemslab.io/operations-as-a-service), where an operations team works alongside the leadership team to manage cross-functional priorities and follow-through.

## What leadership teams need to decide now

Decisions return to the top when people have been given responsibility without the authority, information, or capacity to act on it. Over time, the leadership team becomes the default decision-maker, even though nobody intended it.

Start with the decisions that arrive most often. For each one, agree who should make it, what they need in order to do so, and when it should still come back. That clarity can return time to the leadership team and give the wider team the confidence to act.

> *“Decisions return to the top because that is often the only place where authority, information, and capacity come together.”*

If decisions in your organisation keep returning to the leadership team, an initial conversation can help identify the cause and the capability needed to resolve it.
