# COO and CIO Responsibilities Are Converging, Even Where the Roles Stay Separate

The COO and CIO remits now overlap so much that leaders often ask whether the two roles should become one.

Technology decisions now change how work gets done, while operational decisions depend increasingly on systems and data. Neither side can make those decisions alone. As a result, the responsibilities of the two roles are converging, more clearly than the job titles themselves. The roles may remain separate, and in larger organisations they often should, but the decisions they make now need to be taken together.

---

## Where operational and technology decisions now meet

The overlap shows up in decisions that leadership teams make regularly:

- Redesigning a process, together with the systems that run it
- Deciding which system holds the authoritative record for client or financial information
- Choosing a CRM, which shapes how sales and delivery teams work
- Introducing AI into a workflow, with the ownership and oversight it requires
- Sequencing change so that day-to-day operations keep running while systems are replaced

When these decisions are made separately, the organisation often pays for it later. Systems are bought that do not fit the way work is done, or processes are redesigned around tools that cannot support them.

## Why the roles can stay separate while the decisions converge

Whether the CIO becomes the COO, or the other way round, matters less than how decisions are made. In larger organisations, the two usually remain distinct roles with their own teams, and that structure can work well when they share priorities and decide jointly on changes that affect both.

Many growth-stage organisations have neither role. Operational decisions rest with the CEO or a small leadership team, and technology decisions are spread across whoever chose each tool. In either situation, what matters is that someone with authority holds the operational and technology view together. Every significant change can then be assessed for its effect on how work is done, the systems that support it, and the information it depends on.

## Joint leadership needs management and delivery behind it

Leadership across operations and technology sets the direction, but direction on its own changes little about how an organisation works. It needs operational management to coordinate the work across teams, and specialist capability in areas such as systems architecture, process design, and implementation to deliver it.

[Operations as a Service](https://www.thesystemslab.io/operations-as-a-service) follows that model, combining senior operational and technology leadership with operational management and specialist capability in one function that works alongside the leadership team. Organisations building their own capability face the same design question: how leadership, management, and delivery connect.

## What leadership teams need to decide now

The convergence of COO and CIO responsibilities reflects how organisations now work. Whatever its leadership structure, few organisations can afford disconnected operational and technology decisions, because each increasingly shapes the other.

Many organisations can respond without creating a combined role, by deciding three things: who holds the joint view, how significant changes are assessed across both operations and technology, and what management and delivery capability will carry those decisions through.

> *“What matters is that someone with authority holds the operational and technology view together.”*

If operational and technology decisions in your organisation are being made separately, an initial conversation can help clarify how to bring them together.
